OpenAI and Oracle set to build $15 billion data centre campus in Wisconsin

US technology companies OpenAI and Oracle, in partnership with Vantage Data Centers, have announced plans to build a four-building, $15 billion (€12.9 billion) data centre campus in Port Washington, near Milwaukee, Wisconsin. The development forms part of the Stargate initiative, aiming to expand AI infrastructure across the United States.

The campus, scheduled for completion in 2028, will include nearly one gigawatt of data processing capacity. Significant investments are planned in local infrastructure, including $175 million to upgrade water and power systems, wastewater treatment, and sewer lines, supporting both operational efficiency and community needs.

The project represents a major step in Stargate’s $500 billion (€430 billion) goal to deliver 10 gigawatts of AI-driven data centres nationwide. Since the initiative launched in January 2025, sites have been developed in Texas, New Mexico, and Ohio, with the Abilene, Texas campus already operational and delivering Nvidia GB200 racks.

The Wisconsin development underscores the construction opportunities emerging from the AI sector. Contractors involved in data centre construction currently report backlogs of roughly 12 months, surpassing the 8.5-month industry average, reflecting strong demand for specialised construction expertise.

Dana Adams, president of North America at Vantage Data Centers, stated the upper Midwest provides a strategic market for digital infrastructure expansion, supporting sustainable AI development and wider economic growth. The Port Washington site will combine advanced workspace with modern facilities to meet both technical and operational requirements for large-scale AI computing.

Construction is set to commence shortly, with completion expected in 2028. The development illustrates the increasing role of high-value, technology-driven projects in shaping modern construction priorities and regional economic activity.
