Mosart has brought the Ice Box Challenge to Trinity College Dublin, comparing a structure built to current Irish building regulations against one built to the Passivhaus standard, giving contractors and specifiers a visible benchmark for the performance gap they will need to price into designs ahead of Ireland's 2028 zero-emission building rules.
Mosart, led by co-founder Tomás O'Leary, is an Irish Passivhaus consultancy and architecture practice that designed the first certified Passivhaus in the English-speaking world and wrote Ireland's national Passive House guidelines.
Trinity College Dublin is hosting the installation as part of its climate and biodiversity programme, partnering with Mosart and the ZEB Summit organisers to bring the demonstration to the public.
NorDan Vinduer supplied the high-performance windows and doors fitted to the Passivhaus structure, while iDomus supplied its prefabricated timber frame, which stores an estimated 1.5 tonnes of biogenic carbon.
The installation functions as a visible countdown to binding regulation rather than simple public engagement, timed to land ahead of mandatory performance standards for new buildings.
From 2028, all new public buildings in Ireland must meet Zero Emission Building standards with mandatory whole-life carbon reporting, and by 2030 every new building across the EU must be zero-emission, giving the demonstration a fixed compliance deadline rather than an abstract sustainability message.
The timing lines up with a rapid shift already under way: certified Passive House units in the Republic of Ireland rose from 340 in 2024 to 1,129 in 2025, according to the Passive House Association of Ireland, moving the standard from a niche specification to a mainstream one ahead of regulation making it compulsory.
For Mosart, the demonstration extends a track record built on schemes such as the 5,500-home Seven Mills development and the 550-home Shanganagh Castle scheme into public advocacy, positioning it as a reference consultancy as demand for compliant design accelerates. For contractors and specifiers more broadly, the side-by-side comparison offers a concrete reference point for pricing the performance gap between current regulation and the standard likely to underpin future compliance.
For the sector, the message is direct: with public building rules due in 2028 and EU-wide zero-emission rules due in 2030, firms that have not yet priced Passivhaus-level detailing into their delivery models have a narrowing window to do so.
